Establishes the "Arkansas Task Force for the Prevention Through Education of Child Sexual Abuse" composed of 17 members including the Commissioner of Education, Director of Children and Family Services, Director of Arkansas State Police, and representatives from various education and child advocacy organizations.

Task force shall gather information on child sexual abuse prevalence in Arkansas and make recommendations to state leadership on evidence-based prevention education and curricula for kindergarten through grade five students.

Requires the task force to meet at least four times per year with a simple majority constituting a quorum, with the Department of Education providing staff support and members receiving expense reimbursement if funds are available.

Chair of the task force must provide a report by October 1, 2014 to the Governor, House Speaker, Senate President Pro Tempore, and State Board of Education identifying findings on abuse prevalence, curriculum recommendations, training recommendations for school personnel and parents, and support resources for victims.

Task force expires on May 1, 2015.
