Amends Arkansas Code § 16-17-115 to change county district court expense payment from one-half (½) of judge and chief court clerk salaries to a prorated amount based on the number of county cases filed in the preceding calendar year for all operational expenses.

Modifies town or city district court payment requirements to use the same prorated method based on county cases filed in the preceding calendar year for all operational expenses, rather than the previous fixed one-half (½) salary payment structure.

Allows local agreements to modify the payment obligations for counties, cities, and towns contributing to district court expenses.

Preserves requirements for towns or cities that operated a city court on December 31, 2011 to continue paying the base salary of the former city court judge to the district court judge and to pay court clerk salaries and operational expenses unless otherwise agreed upon.

Clarifies that counties operating district courts solely shall pay all salaries and operational expenses of those courts unless otherwise agreed to by contributing political subdivisions.
