Requires all bicycle riders age 14 and under to wear a protective bicycle helmet fastened securely by straps when operating a bicycle on public roads, bicycle paths, rights-of-way, parks, or recreational areas under state or local jurisdiction.

Makes parents or legal guardians liable for knowingly permitting children age 14 or under to operate or ride as passengers on bicycles without proper helmets.

Sets violation penalties at a maximum fine of $2.00, with fines for minors assessed to their parents or guardians; courts may waive first-offense fines if violator purchases an approved helmet.

Requires bicycle rental businesses to obtain signed acknowledgment of helmet requirements and provide helmets to renters age 14 or under; protects rental businesses from liability for injuries resulting from helmet non-compliance.

Specifies that helmet non-compliance cannot be considered evidence of contributory negligence in civil lawsuits and establishes no court costs or fees for violations; effective January 1, 2014.
