Authorizes Arkansas to issue or renew driver's licenses for nonimmigrant employees with pending Form I-129 (Petition for Nonimmigrant Worker) or Form I-539 (Application to Extend/Change Nonimmigrant Status) extensions, provided they present a valid Form I-797C Notice of Action

Allows driver's licenses for spouses and minor children of bona fide F-1 student visa holders who have optional practical training authorization, with validity based on the employment authorization document end date

Establishes driver's license expiration dates for non-citizen applicants as the shortest of: standard expiration periods, the I-94 status completion date, or the last lawful date of presence in the United States

Provides an additional 240 days of license validity following the I-94 status completion date for holders of nonimmigrant visas who present a valid Form I-797C Notice of Action

Applies the same provisions to non-driver's license identification cards issued by Arkansas
