AR HB2007

Establishes the Arkansas Emergency Contact Information System under Arkansas Code Title 27, Chapter 16, Subchapter 13, to be administered by the Arkansas State Police in conjunction with other entities.

Limits system access to law enforcement for emergency notification purposes only and prohibits use in criminal investigations or for other purposes.

Defines "emergency" as unforeseen circumstances where a victim cannot independently communicate with emergency contacts and immediate notification is necessary, including motor vehicle accidents, other transportation accidents, natural disasters, and criminal victimization.

Makes participation voluntary for Arkansas driver's license and identification card holders, with each participant responsible for initiating, entering, modifying, and deleting their own emergency contact records and ensuring accuracy of information.

Allows system implementation only after funding is obtained and grants the Department of Arkansas State Police authority to promulgate rules for implementing the system.
