Adds Arkansas Code § 6-20-606 to establish procedures for phasing out isolated school funding when a school district's population density increases.

Triggers phase-out when a school district's prior-year three-quarter average daily membership density ratio exceeds the threshold for which it qualified for isolated school funding.

Reduces funding by 10% per year over a 10-year period, based on the funding received in the school year immediately before the density ratio increased.

Applies only when the density ratio increase results from the Department of Education using different technology to determine school district area.

Becomes effective July 1, 2014.
