Amends Arkansas Code § 19-11-242 to require the State Procurement Director to promulgate regulations governing the sale of surplus commodities to not-for-profit organizations under § 22-1-101.

Creates new § 22-1-101 requiring state, county, and municipal government entities to consider offers from not-for-profit organizations for surplus commodities before offering them for public sale.

Defines "not-for-profit organization" as a private corporation with benevolent, philanthropic, patriotic, or charitable purposes that performs a function that would otherwise be performed at public expense.

Authorizes government entities to accept reasonable bids from not-for-profit organizations for surplus commodities.

Amends § 25-8-106(f) to authorize the Department of Finance and Administration Director to promulgate rules for the sale of surplus commodities to not-for-profit organizations.
