Allows local correctional facilities to apply for Medicaid coverage when inmates receive medical services that meet Medicaid criteria.

Permits inmates to designate a representative to file Medicaid applications and manage eligibility requirements, but the facility becomes the authorized representative if the inmate fails to designate one within 3 business days or the designated representative fails to file within 3 business days.

Grants authorized representatives access to information necessary to comply with Medicaid requirements and authority to provide and receive confidential information related to establishing and maintaining eligibility.

Permits county sheriffs and jail keepers to access information to determine if a Medicaid application has been filed on behalf of an inmate for purposes of establishing eligibility, providing health care services, or paying for health care services.
