Creates a 20-member State and Federal Relations Joint Interim Committee composed of 7 Senate members appointed by the President Pro Tempore and 13 House members appointed by the Speaker, with political party balance requirements.

President Pro Tempore and Speaker each designate one appointee as cochair; committee meets upon call of either or both cochairs with 11 members constituting a quorum.

Requires state agencies to report federal laws or regulations with fiscal impact exceeding $100,000 within 10 days; committee may file grievance letters or recommend resolutions of grievance by three-fourths vote.

Mandates state agencies receiving federal funds submit biennial reports by November 1 of even-numbered years detailing fund uses, associated stipulations, and contingency plans for 10% federal fund decreases.

Authorizes committee to request state agency appearances regarding federal funds and to communicate with similar committees in other states regarding federal mandates and funding.
