Establishes a $26.00 registration fee and $10.00 title fee for obtaining a certificate of title for manufactured homes or mobile homes.

Creates procedures for canceling titles when manufactured homes or mobile homes are affixed to real estate, requiring submission of an affidavit of affixation that includes manufacturer details, real estate legal description, and evidence of release from security interests or liens.

Allows the Department of Finance and Administration to cancel existing titles through court order or bonded title procedures as alternatives to standard affidavit procedures.

Authorizes the Director of the Department of Finance and Administration to promulgate rules and regulations to administer title cancellation procedures.

Establishes new procedures for issuing titles when manufactured homes or mobile homes are severed from real estate, allowing both owner applicants and lender applicants to obtain new titles upon submission of application fees, proof of current property tax payment, affidavit of severance, and statements regarding liens and encumbrances.
