The Department of Education and Department of Higher Education shall conduct a feasibility study on creating the "Arkansas School for Agriculture and Technology" serving K-12 public school students.

The feasibility study must examine potential student enrollment numbers, eligibility criteria, creation costs and expenses, benefits to eligible students and Arkansas, and potential school sites.

A report on the feasibility study conclusions must be submitted to the House Committee on Education and Senate Committee on Education no later than January 1, 2014.

An emergency clause is declared to allow immediate effectiveness of the act to commence the feasibility study and enable prompt reporting and future planning.

The act becomes effective upon the Governor's approval, upon expiration of the Governor's veto period if no action is taken, or upon veto override by the legislature.
