Amends Arkansas Code § 16-105-502 to provide liability protections for sport shooting ranges located in commercially zoned areas that comply with applicable local, state, and federal regulations.

Operators and users of compliant sport shooting ranges are not subject to civil liability, criminal prosecution, or nuisance actions based on noise or noise pollution.

Courts are prohibited from enjoining the use or operation of sport shooting ranges on the basis of noise or noise pollution if the range meets compliance requirements.

Establishes "normal hours of operation" for sport shooting ranges as 7:00 a.m. to 10:00 p.m., during which ranges may operate without liability for noise.

Protections apply to agencies, businesses, government units, persons, and entities that operate or use sport shooting ranges in compliance with noise control ordinances that were in effect when the range was constructed and began operation.
