County boards of election commissioners must declare preliminary and unofficial results for all state and federal elections on election night as soon as early voting, absentee, or individual precinct results are tabulated and immediately transmit results by precinct to the Secretary of State through the election night reporting interface.

Preliminary and unofficial results must include a statement of the number of outstanding ballots from voters who requested ballots under the Uniformed and Overseas Citizens Absentee Voting Act and provisional ballots.

County boards may transmit results directly to the Secretary of State or, by agreement with the county clerk, transmit results to the clerk who shall immediately transmit them to the Secretary of State.

If Internet transmission is not possible, the county clerk may transmit results by facsimile transmission.

County boards must deliver a certificate of election to the person with the highest number of legal votes for any county office within 19 calendar days after any general, special, or school election.
