Abolishes the Capitol Zoning District Commission effective July 1, 2013, transferring its zoning authority over the State Capitol area to the City of Little Rock.

Removes references to the Capitol Zoning District Commission throughout Arkansas Code and replaces them with the Secretary of State or City of Little Rock, particularly regarding approval of monuments and memorials on Capitol grounds.

Requires the City of Little Rock to adopt the Capitol Zoning District Commission's existing master plan and rules within 90 days of the act's effective date, with authority to revise the plan afterward.

Nullifies all appropriations for the Capitol Zoning District Commission, including personal services and operating expenses, upon the effective date of the act.

Declares an emergency clause to make the act effective July 1, 2013, coinciding with the state's fiscal year.
