Amends Arkansas Code § 12-63-304 to change references from "armories" to "readiness centers" throughout the rental regulations for National Guard facilities.

Requires all rentals to be in writing with clauses permitting the Adjutant General to immediately terminate or cancel agreements if public interest or National Guard purposes necessitate termination.

Mandates readiness centers not be rented for less than an amount sufficient to cover all expenses including custodian fees, utility bills, janitor service, and repairs caused by the rental use.

Allows up to 10 percent of annual rental income to be used for unit social purposes, with remaining rental funds dedicated to state expense recovery and Arkansas National Guard morale, welfare, and recreation events.

Requires the senior officer of each unit to maintain complete records of rental funds received and disbursed, subject to audit by the Adjutant General.
