Updates the "Arkansas Clean Indoor Air Act" title from 2006 to 2013 and expands the definition of "public place" to include all enclosed areas to which the public is invited or permitted, including bars, restaurants, retail stores, theaters, and waiting rooms.

Prohibits smoking in all public places and enclosed areas within places of employment effective October 1, 2013, including common work areas, classrooms, conference rooms, elevators, hallways, restrooms, and all other enclosed areas.

Changes the effective date for smoking prohibitions in state-owned, leased, or operated vehicles and enclosed areas from July 21, 2006 to October 1, 2013.

Repeals the entire exemptions section of the 2006 Act, eliminating exceptions for hotel and motel smoking rooms, small workplaces with fewer than three employees, tobacco retail stores, long-term care facilities, restaurants and bars with age restrictions, and designated gaming areas.
