Renames the "Residential Contractors Committee" to the "Residential Building Contractors Committee" throughout Arkansas Code § 17-25-501 et seq.

Adds home improvement contractors to licensing requirements effective January 1, 2012, requiring them to be licensed by the committee or qualify for exemptions.

Removes the financial statement requirement for contractors with project costs under $20,000, while contractors with $20,000 or more in project costs must submit compiled financial statements.

Modifies examination requirements by allowing persons licensed by the Contractors Licensing Board to be exempt from written examination but must meet all other residential building contractor licensure requirements.

Repeals Arkansas Code § 17-25-515, which prohibited contractors found in violation of licensing requirements from bringing legal actions to enforce contracts or seek quantum meruit compensation.
