Amends Arkansas Code § 5-5-101(d) to establish specific procedures for selling unclaimed seized firearms as an exception to general seized property auction rules.

Allows unclaimed seized firearms to be sold through three methods: public auction, to a federally licensed firearms dealer, or to federal, state, or local law enforcement agencies.

Requires that persons bidding on handguns at public auction must possess a valid state concealed handgun carry license, with exceptions for federally licensed firearms dealers and persons exempt under § 5-73-304.

Maintains existing provisions allowing unclaimed seized recreational items (including bicycles, but excluding motor vehicles and motorcycles) to be donated at no cost to local or state agencies, nonprofit organizations, or educational programs for children.

Preserves current law requiring auction proceeds, after deducting sale costs and storage charges, to be paid into the general fund of the seizing law enforcement agency's jurisdiction.
