Requires the Chief Fiscal Officer of the State to submit two forecasts of general revenues to the Joint Committee on Economic and Tax Policy on or before the first Wednesday in May: an official forecast for the upcoming fiscal year and a revised forecast for the current fiscal year.

Allows the Joint Committee on Economic and Tax Policy to hold meetings, hearings, and request information to evaluate revenue outlasts and make findings on the forecasts available for distribution.

Requires the Chief Fiscal Officer to report any necessary changes to either general revenue forecast to the Office of Economic and Tax Policy and Joint Committee with an explanation of the need for the change.

Makes technical corrections to references in Arkansas Code sections concerning the Medicaid Program Trust Fund, personal tax credits, and insurance premium tax disposition to cite the correct revenue forecast provisions.

References the forecasted level for insurance premium taxes set by the Chief Fiscal Officer under the revenue forecast statute for purposes of determining amounts available for Medicaid reimbursement increases and nursing rate adjustments.
