School district boards of directors must review and approve by written resolution any salary increase of 5% or more for school district employees.

The written resolution must include the reasons for the salary increase, including bonuses, incentive bonuses for National Board certification or speech-language pathology, teacher recruitment or retention in high-priority districts, or salary increases from moving to a new position with substantially different job functions.

School districts must provide a certified copy of the written resolution to the auditor conducting the annual financial audit.

School districts have 30 days following an audit report noting noncompliance to provide a copy of the audit report to the Department of Education.

The Department of Education must compile an annual list of noncompliance reports by October 1 each year and provide the list to the House Committee on Education and Senate Committee on Education.
