Amends Arkansas Code § 20-46-701 to establish this subchapter and related sections as exclusive state authority governing survey and inspection processes for psychiatric residential treatment facilities and outpatient mental health services programs.

Requires survey teams to state precise facts alleged to violate law, cite specific legal provisions violated, and suggest corrections for compliance before conducting exit conferences.

Corrective action responses to survey reports must be submitted within 30 days of provider receipt, extendable to 60 days upon provider request.

Prohibits Department of Human Services and contracted reviewers from publishing survey report contents before exhaustion of appeals and from publishing any color-coded or characterized descriptions of survey results.

Requires quarterly reports to House and Senate committees detailing number of providers surveyed, reconsideration requests, administrative appeals, appeal success rates, and state costs for survey-related activities.
