Amends Arkansas Code § 6-85-212(e) to add a new subdivision (7) to the Arkansas Academic Challenge Scholarship Program - Part 2.

Establishes scholarship eligibility for traditional students with a high school grade point average of 2.5 who enroll in a four-year state-supported approved institution of higher education.

Requires scholarship awards to be the greater of either: the standard scholarship award amount for a traditional student at a four-year university, or an amount that brings total state, federal, and private financial assistance equal to the highest tuition rate at an Arkansas state-supported university.

Bases the alternative scholarship amount on the minimum number of credit hours required for the student to maintain scholarship eligibility.
