Changes petition signature requirement for aldermanic government conversion from "all candidates for director" to "the position for which the greatest number of ballots were cast of mayor" in the immediately preceding mayoral general election.

Applies the same revised signature calculation method (15% of votes cast for mayor position) to subsequent petitions filed after a failed initial election.

Maintains the six-year waiting period after the first board of directors takes office before a petition can be presented.

Maintains the four-year waiting period before the aldermanic form question can be resubmitted to voters if initially rejected.

Retains existing proclamation publication and election notice requirements through newspaper publication.
