Authorizes the Arkansas State Highway and Transportation Department to continue assessing fees for permits, licenses, and administrative purposes as required by Act 1159 of 2011.

Amends Arkansas Code § 27-35-210(d)(1) to clarify factors for issuing or withholding special cargo permits, including highway condition, ability to carry overweight or oversized vehicles, public safety concerns, and findings of repeated permit violations.

Modifies Arkansas Code § 27-35-210(m)(2) to allow towing businesses to obtain special permits valid for one single trip or one-year period for moving disabled or wrecked vehicles, with permit fees not to exceed $500 per wrecker or tow vehicle.

Adds new subdivision (17) to Arkansas Code § 27-65-107(a) authorizing the State Highway Commission to establish reasonable fees for applications, permits, licenses, and administrative purposes including driveways, logos, billboards, signage, and weight-restricted roadway maintenance.
