• Requires the Arkansas Department of Environmental Quality to prohibit granting or denying general permits for Concentrated Animal Feeding Operations discharges until the applicant publishes notice of the Notice of Intent application twice weekly for six consecutive weeks in a statewide newspaper and a newspaper in the county where the operation is located.

• Mandates the Arkansas Department of Environmental Quality to prescribe the contents and form of the required public notice.

• Establishes a five-member committee to develop a policy regarding proper notice procedures for Concentrated Animal Feeding Operations permit applications, with members selected by the Department of Environmental Quality, Agricultural Department, Arkansas Farm Bureau, and two members appointed by the Governor.

• Requires the committee to submit its recommendation to the Legislative Council by December 31, 2013.

• Limits the temporary language provisions to one year from the effective date of the act.
