Adds Arkansas Code 18-16-114 requiring smoke detectors in residential rental properties that are not owner-occupied, contain four or fewer dwelling units, and are used exclusively for residential purposes

Mandates one smoke detector per 1,200 square feet on each floor or level of a dwelling unit, with detectors hardwired into the electrical system at the electric panel and equipped with backup batteries

Places responsibility on property owners or their agents to maintain installed smoke detectors in working order

Effective January 1, 2014, and automatically expires when the Arkansas Fire Prevention Code adopts the same smoke detector requirements
