Amends Arkansas Code § 16-17-129(a)(2)(A) to modify eligibility requirements for towns and cities to assess additional fines in district court.

Requires that a town or city must have a police department or city marshal to levy the additional fine, and must contribute to district court expenses under § 16-17-1203.

Authorizes the governing body of eligible towns or cities to levy and collect an additional fine not exceeding $20.00 from defendants for each conviction, guilty plea, nolo contendere plea, or bond forfeiture.

Changes the scope of cases subject to the additional fine from "city court cases" to "cases from the contributing town or city filed in the district court to which the town or city contributes."
