AR HB2290

Changes State Board of Education members from appointed to elected positions, with candidates filing with the Secretary of State under general election laws.

Establishes nine total board members: two elected from each of Arkansas's four congressional districts (as they existed July 31, 2007) plus one member-at-large elected statewide.

Sets member terms at four years, limited to two four-year terms total, with staggered initial terms of two or four years as determined by drawing.

Requires board members to be qualified electors aged 25 or older, residents of their district for one year prior to election, and prohibits members who are the Commissioner of Education, public office holders, school employees, or higher education employees or trustees.

Directs the first election of board members under this act to occur at the 2014 general election, with current members' terms expiring December 31, 2014.
