Establishes that it is unlawful for the State of Arkansas, state agencies, or political subdivisions to obtain location information from electronic devices without a valid search warrant under Arkansas Rules of Criminal Procedure.

Defines "electronic device" as any device enabling access to electronic communication services, remote computing services, or location information services, and "location information" as information about a device's location generated by or derived from device operation.

Permits location information collection in emergency situations involving immediate danger of death or serious physical injury, national security threats, or organized crime activities when a warrant cannot be obtained in time.

Allows location information collection when responding to emergency services calls made by the device user, with the device owner or user's consent, or under a valid court order with jurisdiction.

Does not prohibit collection of information otherwise permitted under existing Arkansas law.
