Changes the State Highway Commission from a gubernatorial appointment system to popular election of five members on a nonpartisan basis at the general election following adoption of the amendment.

Divides Arkansas into four highway commission zones identical to the four congressional districts, with one commissioner elected from each zone by plurality vote and one additional commissioner elected statewide at-large to serve as chair.

Establishes four-year terms for commissioners with a two-consecutive-term limit, except initial members draw lots so three serve four years and two serve two years.

Transfers appointment of the Director of the Arkansas State Highway and Transportation Department from the commission to the Governor, with removal requiring majority approval of commissioners.

Provides that current commission members continue serving until newly elected members take office on the first Monday of January following their election.
