Creates a 15-member Judicial Nominating Commission to nominate Supreme Court justices, consisting of 6 governor-appointed members, 6 elected by the Arkansas Bar Association, and 3 at-large members selected by legislative leaders and commission members.

Establishes a retention election system allowing sitting Supreme Court justices to seek retention in office by filing a declaration of candidacy 120 days before a general election, with voters deciding yes or no on retention for 8-year terms.

When a Supreme Court vacancy occurs, the Judicial Nominating Commission submits three nominees to the Governor, who appoints one within 60 days; if the Governor fails to act, the Chief Justice appoints one of the nominees.

Prohibits Supreme Court justices appointed or retained under this amendment from making political contributions or holding office in political parties.

Makes the amendment effective January 1, 2015, while providing transition rules for justices serving at the time of adoption and those appointed to fill vacancies.
