Amends Article 5, Section 1 (Initiative) to allow the General Assembly to determine the manner of publishing proposed measures, replacing the requirement for publication "in some paper of general circulation" with "in a manner provided by the General Assembly"

Amends Article 19, Section 22 (Constitutional Amendments) to replace specific newspaper publication requirements with discretionary authority for the General Assembly to determine the publication manner

Amends Amendment 32, Section 2 (Tax levy elections) to allow the General Assembly to determine the manner of proclaiming election results instead of requiring publication in newspapers with bona fide circulation in the county

Amends Amendment 62, Sections 3 and 6 (Bond sales and election results) to grant the General Assembly authority to determine publication methods for bond advertisements and election results

Amends Amendment 70, Section 2 and Amendment 76, Sections 1(4)-(6) (Salary amendments and legislative candidate information) to allow the General Assembly to determine the manner of publishing amendment proposals and candidate notifications instead of specifying newspaper publication requirements
