Proposes constitutional amendment dedicating up to 6% of general sales and use tax revenues to highway, road, street, and bridge construction, reconstruction, and maintenance when annual gross collection exceeds $2,200,000,000

Establishes 10-year gradual increase starting September 1 of first year at 0.6%, increasing by increments each July until reaching 6% by year 10

Allocates dedicated funds as follows: 70% to State Highway and Transportation Department Fund, 15% to County Aid Fund, and 15% to Municipal Aid Fund

Dedicates up to 100% of sales and use tax revenues specifically from new or used motor vehicle, trailer, and semitrailer sales over the same 10-year period, starting at 10% and increasing to 100% using same fund allocation percentages

Once initial $2.2 billion threshold is met and allocations begin, funding continues regardless of whether future collections drop below the threshold
