Recognizes Dr. Cal Ledbetter for establishing the UALR Cal Ledbetter Arkansas Legislative Institute, dedicated to promoting understanding of Arkansas state government through scholarly study at professional, graduate, and undergraduate levels.

Honors Ledbetter's academic career as a full professor at what became the University of Arkansas at Little Rock, including serving as Chair of Political Science and Dean of Liberal Arts, and his role in facilitating the merger that created UALR.

Acknowledges Ledbetter's service in the Arkansas House of Representatives for 5 terms from 1967 to 1977, his advocacy for legislative reform, and his participation in state Constitutional Conventions of 1968-1970 and 1978-1980.

Notes Ledbetter's philanthropy of over $1 million in scholarships and gifts to the university, his retirement from teaching in 1997 as Professor Emeritus, and the 2009 naming of the Calvin R. Ledbetter Jr. Assembly Hall in his honor.

Directs the Chief Clerk of the House of Representatives to provide an appropriate copy of the resolution to Dr. Ledbetter upon adoption.
