Appropriates $4,613,627 from the State Central Services Fund for the Arkansas Supreme Court's personal services and operating expenses for fiscal year 2013-2014, including $2,697,896 for regular salaries and $845,665 for personal services matching.

Establishes a maximum of 48 regular employees for the Arkansas Supreme Court with specified job classifications and salary grades, plus authorizes up to 5 temporary or part-time "Extra Help" employees.

Appropriates $13,120 from cash funds for the Arkansas Supreme Court - Appellate Mediation Pilot Program operating expenses.

Appropriates $6,075,000 from cash funds (derived from attorney license fees and related revenues) for the Arkansas Supreme Court - Bar of Arkansas, establishing 19 regular employees and authorizing up to 5 temporary employees.

Amends Arkansas Code Title 16, Chapter 11 to reclassify Bar of Arkansas employees as state employees effective July 1, 2013, and transfers the Bar of Arkansas Employees Pension Plan to the Arkansas Public Employees Retirement System.
