Amends Arkansas Code § 20-78-106 to extend confidentiality protections to records from child advocacy centers, hospitals, and clinics investigating suspected child abuse or neglect cases.

Prohibits release of images of a child's breast, genitals, or anus except as provided under protective order procedures in subsection (c).

Establishes that circuit courts and administrative hearing officers must issue protective orders to prevent distribution of sensitive evidence including audio/videotapes, photographs, names, medical records, and intimate images of child victims to persons without legitimate interest.

Allows disclosure of records only to specified entities including law enforcement, prosecutors, courts, the Department of Human Services, licensing authorities, and medical providers, with all released information remaining confidential.

Makes unauthorized disclosure of information in violation of this section a Class A misdemeanor, with limited exception for enforcement of protective order violations.
