Creates the Arkansas Video Service Act to establish uniform state regulation of video service providers, allowing providers to obtain a certificate of franchise authority from the Secretary of State instead of local franchises.

Requires video service providers to pay an application filing fee of $1,500 and a $100 fee for amendments, with all revenues deposited into the Arkansas Video Service Fund used by the Secretary of State to review and issue certificates.

Establishes video service provider fees payable to political subdivisions as a percentage of gross revenue, capped at the lower of the incumbent provider's rate or 5%, with quarterly payments required 45 days after each calendar quarter.

Mandates video service providers designate capacity for up to three public, educational, and governmental (PEG) access channels and comply with federal customer service standards under 47 C.F.R. § 76.309(c).

Declares an emergency clause making the act effective immediately upon gubernatorial approval, finding that uniform state regulation encourages new video service providers to enter the marketplace and ensures equal treatment.
