Amends Arkansas Code § 6-17-428 to add new ethics standards requiring educators to maintain professional relationships with students both inside and outside the classroom.

Mandates that educators in supervisory roles file ethics complaints if they observe or reasonably suspect another educator has violated professional relationship standards involving sexual abuse of a student.

Establishes that failure to submit a required ethics complaint is itself a violation of the educator code of ethics.

Requires the state department to establish and maintain a website by March 1, 2014, listing educators against whom the State Board of Education has taken action on ethics complaints involving sexual abuse of students.

Requires school hiring officers to check the website before hiring any educator with an Arkansas teaching or administrator's license, beginning March 1, 2014.
