AR SB1016

Amends the definition of "appropriate place of custody" for seized animals to require locations be within Arkansas and, if practicable, within twenty (20) miles of the owner's residence or property.

Specifies that appropriate custody locations include nonprofit animal shelters, animal pounds, animal cruelty prevention societies, government animal control agencies, private custodians providing shelter and medical care, or the owner's residence if court-approved.

Adds an exception allowing return of seized animals to out-of-state owners if the prosecuting attorney decides not to charge the owner with an animal cruelty offense under state law.
