Creates the Medicaid Eligibility Verification System within the Department of Human Services designed to prevent fraud in Medicaid eligibility establishment and maintenance.

Establishes the Arkansas Data Services Hub to electronically verify age, residency, child support, vital records, Social Security information, citizenship, Medicare coverage, employment earnings, unemployment benefits, and SNAP receipt.

Establishes the Federal Data Services Hub to electronically verify Social Security numbers, citizenship, incarceration status, income, immigration status, lawful presence, and minimum essential coverage information.

Requires the Department of Human Services to deploy an automated eligibility verification system that queries both data hubs upon Medicaid application and renewal, with eligibility determined based on information compatibility from both sources.

Requires supplemental manual verification investigation by contacting family members, employers, and medical facilities when information from the federal and state data hubs is not reasonably compatible, with final eligibility determination and applicant notification following the investigation.
