Creates a special revenue fund called the "Commercial Truck Safety and Education Fund" to be administered by the Arkansas State Highway and Transportation Department for improving commercial truck safety on state highways.

Dedicates the first $2,000,000 annually from Interstate Registration Plan vehicle fees (for vehicles weighing 73,281-80,000 lbs.) to fund cooperative public-private programs focusing on increased enforcement, regulatory compliance, industry training, and educational programs.

Imposes an additional 15% fee on top of the base $1,350 registration fee for interstate commerce vehicles in the 73,281-80,000 lbs. weight category, with revenue directed to the new fund.

Fund revenues are to be transferred monthly by the State Treasurer to the Commercial Truck Safety and Education Fund effective October 1, 2013, with the first partial fiscal year deposit beginning that date and full fiscal year deposits beginning July 1, 2014.

Act becomes effective on October 1, 2013.
