Changes the name of Arkansas Code Title 27, Chapter 50, Subchapter 12 from "Removal of Unattended or Abandoned Vehicles" to "Removal or Immobilization of Unattended or Abandoned Vehicles"

Adds two new definitions: "wheel clamp" (a device attached to a vehicle wheel that renders it immobile) and "vehicle immobilization service" (a person operating or directing operation of a wheel clamp)

Expands the Arkansas Towing and Recovery Board's regulatory authority to include the vehicle immobilization service industry, requiring licensing, insurance, and equipment standards similar to towing services

Authorizes the board to levy vehicle immobilization service license fees not to exceed $100 per license, and allows persons licensed for towing to perform immobilization services without a separate license

Requires the board to employ investigators to investigate consumer complaints related to wheel clamp fees and violations of immobilization service regulations, and mandates itemized billing and publicly posted rate schedules for immobilization services
