• Creates the Healthcare Quality and Payment Policy Advisory Committee to review and advise the Department of Human Services on rules related to healthcare payment and quality metrics for physician, hospital, and long-term care services

• Committee consists of 7 voting members appointed by legislative leaders (3 by President Pro Tempore, 3 by Speaker of House, 1 Director of Division of Medical Services), plus 5 additional members for long-term care rule reviews

• Department must submit draft rules related to episodes of care and quality metrics to the committee at least 45 days before promulgation, with concurrent public notice; committee must issue written advisory statement within 30 days or department may proceed

• Committee must seek input from affected healthcare provider associations not represented on committee; if no agreement reached, committee prepares written report instead of advising department

• Data, records, and documents compiled by the committee are confidential, not subject to disclosure under state or federal law, and not admissible in legal proceedings under healthcare quality review exemptions
