Appropriates $1,000,000 from the General Improvement Fund for transfer to the Open Enrollment Public Charter School Capital Grant Program Fund for debt repayment and facility improvements by charter schools.

Appropriates an additional $1,000,000 from the Open Enrollment Public Charter School Capital Grant Program Fund for grants covering academic facilities, maintenance, renovation, construction, and technology systems for the fiscal year ending June 30, 2014.

Eligible charter schools must have been in operation for at least 5 years, serve 60% or more low-income students, provide student transportation, and demonstrate academic success as defined by program rules.

Restricts use of funds to programs outlined in the bill and requires compliance with state purchasing, accounting, and fiscal control laws; allows supplementing funds with grants, donations, and federal funds.

Makes the act effective July 1, 2013 and declares an emergency clause to ensure immediate implementation for agency operations.
