Requires the Commissioner of Education to appear before the Senate Committee on Education and House Committee on Education at least 30 days before assuming administrative authority over any school district identified as being in academic distress, fiscal distress, or facilities distress

At the joint committee meeting, the committees shall review the reasons for the commissioner's action, request additional information as needed, and approve or disapprove of the action

Applies the requirement to three categories of school district distress under Arkansas Code § 6-15-430(a) (academic distress), § 6-20-1909 (fiscal distress), and § 6-21-811(g) (facilities distress)

Reorganizes and renumbers existing provisions governing the State Board of Education and Commissioner's authority to manage distressed districts, including powers to appoint administrators, suspend board members, waive state law, and require consolidation or reconstitution
