Amends Arkansas Code § 22-3-2003 to expand the Sustainable Energy-Efficient Buildings Program to include K-12 public school districts, requiring each district to develop energy management programs and comply with energy efficiency standards for major facilities and renovations.

Changes institutional requirements for higher education by mandating (instead of permitting) that each institution of higher education administer an energy management program designed to achieve compliance with energy conservation measures.

Allows public agencies, higher education institutions, and school districts to retain all or a portion of financial savings resulting from implementation of energy conservation measures, subject to policies and procedures developed by the Department of Finance and Administration, Arkansas Energy Office, and Arkansas Building Authority.

Requires the Arkansas Energy Office to establish a database tracking each type of energy consumed by buildings occupied by public agencies.

Maintains existing energy reduction targets of 20% by 2014 and 30% by 2017 for state buildings, and requires all entities to submit annual utility consumption reports and conduct energy audits using American Society of Heating, Refrigerating and Air-Conditioning Engineers procedures.
