Amends Arkansas Code § 6-21-113 to restructure the Advisory Committee on Public School Academic Facilities by changing membership requirements for architects and engineers to specify experience in public school work rather than requiring specific years of experience.

Changes architect representation from 1 person with 5+ years experience to 2 licensed architects experienced in public school design submitted by the Arkansas Chapter of the American Institute of Architects.

Adds a new position (7) for 1 person selected by the Commission for Arkansas Public School Academic Facilities and Transportation who holds certification in educational technology applications and strategies.

Establishes 3 ex-officio member positions (11) from construction, architecture, and education professions selected either from the Task Force to the Joint Committee on Educational Facilities or based on prior service on the Advisory Committee.

Sets all committee members' terms at 4 years with staggered expiration dates on April 1 and limits membership to 2 terms, with a temporary provision requiring appointments of new members by August 30, 2013.
