Adds Arkansas Code 25-1-121 to require state agencies that issue, renew, or revoke licenses and mandate continuing education to offer web-based continuing education options to licensees.

Defines "continuing education" as courses or training offered by a state agency and required as a prerequisite for license issuance or renewal, excluding degree programs from educational institutions.

Allows state agencies to regulate registration and attendance for web-based continuing education to ensure licensee participation.

Permits state agencies to prohibit web-based continuing education if they lack sufficient funds for technological equipment and support or cannot adequately regulate registration to ensure attendance.
