Amends Arkansas Code § 6-21-101 to authorize school district boards of directors to permit community use of public school facilities and land for social events, civic events, recreation, health and wellness activities, and lawful citizen meetings

Expands permitted community purposes to explicitly include health and wellness activities in addition to existing social, civic, and recreational uses

Restricts community activities from interfering with instructional days at the school where activities are held

Authorizes school districts to offset costs of community facility use through fees, gifts and grants from private or government sources, or joint use agreements with public agencies, private entities, or nonprofit organizations
