SB1067 Summary

• Restricts access to voting areas within 6 feet of voting booths to poll workers, voters, authorized assistants, and persons with explicit authority from the election judge to maintain order and enforce law.

• Limits designated bearers to obtaining and delivering no more than two (2) absentee ballots per election, with county clerk notification to prosecuting attorney if limit is exceeded, and requires bearer's name and address to be marked on ballot return envelope.

• Requires authorized agents and administrators to present photographic identification, sign registers under oath, and have their names marked on absentee ballot return envelopes; restricts authorized agents to two (2) ballots per election for facility patients.

• Mandates county clerk record in electronic voter registration system the dates absentee ballot applications and ballots are received, with ballots not provided to election officials for counting unless marked as received in the system.

• Requires election officials to compare bearer/agent/administrator information on absentee ballot return envelopes with voter statements, placing ballots in provisional envelope if information does not match, and prohibits counting votes if voter statement does not authorize the bearer, agent, or administrator.
